How to Start a Travel Agency in Kashmir
How to start a travel agency in Kashmir: business setup, J&K Tourism registration, partners, a website and a quoting system that copes in peak season.

Most travel agencies in Srinagar start the same way. Someone has driven tourists for a few seasons, or worked a hotel front desk, or handled bookings for a relative's houseboat, and one day they decide to sell the whole trip themselves. The first enquiries come in on WhatsApp, the quotes go out as typed messages, and for a while that is enough.
This guide walks through how to start a travel agency in Kashmir properly: the business setup, the J&K Tourism registration, the online presence travellers expect, and the quoting habits that decide whether your desk copes in peak season. We build software for agencies from our Srinagar office, including TripQuote CRM, so the last part leans on what we see on desks every season. Rules and fees change, so for anything official we point you to the government page instead of repeating it from memory.
Decide what kind of agency you are
Before any paperwork, be clear about what you will actually sell. "Tour and travels" covers very different businesses, and the choice shapes everything that follows.
- Inbound tour operator: you design and run Kashmir packages for guests coming from other states, with your own cabs or partner drivers, and hotel and houseboat tie-ups in Srinagar, Gulmarg, Pahalgam and Sonamarg.
- B2B ground handler: agencies in Delhi, Mumbai or Kolkata sell the trip, and you handle it on the ground. Margins are thinner, but the volume can be steady.
- Retail desk: you book flights, trains and outbound holidays for local customers, alongside Kashmir trips.
- Specialist: trekking, winter ski trips in Gulmarg, pilgrim groups, school tours or honeymoon packages.
Most new Kashmir agencies begin as inbound operators and add B2B work later. Whatever you pick, write down the two or three package types you will sell in your first season. It keeps your website, your registration paperwork and your price sheets focused.
Set up the business
A travel agency is first of all a business, so the usual steps come before the tourism-specific ones.
- Choose a structure. Sole proprietorship is the simplest. A partnership, an LLP or a private limited company makes sense if there are partners or you expect to sign larger B2B contracts. A chartered accountant can tell you which suits your plans.
- Pick a name and check it. Search Google, Instagram and the domain registrars before you commit. Plenty of names with "Kashmir", "Paradise" or "Valley" in them are already taken, and a name nobody else uses is easier to find online.
- Open a current account in the business name, so advances from guests and payments to hotels do not mix with personal money.
- Sort out GST. Whether you need to register and how tour packages are taxed are questions for your CA, using the official GST portal. Some B2B partners and corporate clients will ask for your GST number before they book.
- Get an office address you can stand behind. Travellers and partner agencies look for a real address, and you will need one for registration and for your Google profile.
Register with J&K Tourism
Travel trade in the Union Territory falls under the Jammu and Kashmir Registration of Tourist Trade Act, 1978. Under a 2019 government order, registration and renewal for the trades covered by the Act are applied for online, through the Tourism Department's portal at tourismjk.in, and manual applications are not processed.
The portal has a separate travel agent checklist, along with the registration process and the fee structure. Read those on the day you apply rather than relying on a list a friend sent last year. In practice:
- Create an account on the portal and choose the registration that matches your business.
- Keep scanned copies of your business documents ready before you start the form, so the session does not time out halfway.
- Note the renewal period shown for your registration and put the date in your calendar.
- If something in the checklist is unclear, ask the Directorate of Tourism office before you submit, not after a rejection.
Separately, the J&K Tourism Development Corporation runs its own agent registration for agencies that want to book its properties. Its page asks for a valid GST number, among other details. That is a commercial tie-up, not a replacement for the department registration.
Build your hotel, houseboat and cab partners
Your package is only as reliable as the people delivering it. Before your first season, line up a short list you trust in each place you sell:
- two or three hotels at different budgets in Srinagar, plus at least one houseboat on Dal or Nigeen
- hotels in Gulmarg and Pahalgam, and in Sonamarg if you sell it
- drivers or a cab operator with vehicles that suit families and small groups
- a contact for pony, sledge or gondola arrangements, if your packages include them
Agree in writing whether each partner gives you a net rate or a commissionable rate, what the cancellation terms are, and how the rate changes between peak and off season. These details decide your margin far more than your selling price does.
Get found online from day one
A traveller in Pune or Chennai will search before they trust a WhatsApp number. Three things matter most at the start.
A Google Business Profile
Claim your business on Google Business Profile with the same name, address and phone number you use everywhere else. Add real photos of your office and your trips, and ask happy guests for reviews after they return home.
A website with real packages
Social media pages are useful, but a website is where a family compares your Srinagar-Gulmarg-Pahalgam itinerary with three others. It should show your packages with day-wise plans, what is included and excluded, your registration details, and one clear way to send an enquiry. We wrote about what a Kashmir tour website needs after building one for a Srinagar agency, and our website development page explains how we build them.
A consistent WhatsApp and email
Use a WhatsApp Business number and an email on your own domain. An agency that writes from a free email address looks less settled than one that writes from its own name.
Set up quoting and bookings before the rush
This is the step new agencies skip, and it is the one that hurts in May and June. In the first few weeks you can keep every trip in your head. By peak season you might have dozens of open enquiries, each with its own dates, hotel choices and revisions, and the problems start:
- the quote says one hotel, the itinerary says another
- a guest changes dates and only one of three documents gets updated
- nobody remembers who paid an advance, or how much is still due
- a follow-up is missed and the family books with someone else
Decide early how a trip moves through your desk. Every enquiry should become a record with the guest's name, dates, group size and budget. The quote should be built from that record in one standard format, and our travel quotation format for Kashmir trips shows the sections it needs. When the guest says yes, the same record should become the booking, with payments marked against it.
You can do this with a well-kept spreadsheet and a template document at first. Once you have staff, or more enquiries than one person can track, a CRM saves you from rebuilding the same trip in three places. That is the job TripQuote CRM does: lead, quote, itinerary, booking and finance in one file per trip.

Questions new agency owners ask us
Can I start without an office?
You can take your first enquiries from home, but registration, your Google profile and partner agencies all go more smoothly with a proper business address. Check the current requirements on the tourismjk.in checklist before you apply.
Do I need a website if I already get enquiries on Instagram?
Instagram brings attention, while a website gives a family something to compare and share before paying an advance. It is also the page Google shows when someone searches your agency's name.
When should I move from Excel to a CRM?
When more than one person handles enquiries, or when you catch yourself fixing the same date change in several places. If you are still taking a handful of trips a month on your own, a clean sheet and a fixed quote template are fine for now.
If you are setting up a new agency and want to see how a trip file can run from the first enquiry to the final payment, open TripQuote CRM, or get in touch with our Srinagar team and tell us how your desk works today.
